Exemption for the City of Karratha for the provision of a water service at the Karratha Airport
In accordance with section 7 of the Water Services Act 2012, the Hon Mia Davies MLA, Minister for Water, has granted an exemption from the application of section 5(1) of the Act to the City of Karratha for the provision of a water service at the Karratha Airport.
The City of Karratha makes treated wastewater available to third parties located at the Karratha Airport for non-potable use only (e.g. vehicle washing and firefighting). The wastewater is soured from the Karratha Airport and associated facilities and treated at the Karratha Airport Wastewater Treatment Plant (owned by the City of Karratha).
The exemption is valid for an indefinite period.
Summary of the reasons for the decision
Granting this exemption is not contrary to the public interest. It is considered that--
• The regulatory burden imposed by licensing would be disproportionately high given the small scale of the service.
• The risk of the City of Karratha exploiting its monopoly power is very low. The service is operated on a not-for-profit basis.
• The public health aspects of the service are regulated under the Health Act 1911.
