Exemption for the Swan Christian Education Association for the provision of a water service at the Mundaring Christian College
In accordance with section 7 of the Water Services Act 2012, the Hon Mia Davies MLA, Minister for Water has granted an exemption from the application of section 5(1) of the Act to the Swan Christian Education Association for the provision of a water service at the Mundaring Christian College (located at 1115 Roland Rd, Parkerville).
The water service represents the provision of a potable water supply to students and staff who attend the Mundaring Christian College. The water supply is sourced from two bores located on the premises and is treated through filtration and chlorination.
The exemption is valid for an indefinite period.
Summary of the reasons for the decision
Granting this exemption is not contrary to the public interest. It is considered that--
• The regulatory burden imposed by licensing would be disproportionately high given the small scale of the service.
• The risk of the Swan Christian Education Association exploiting its monopoly power is very low. The service is operated on a not-for-profit basis.
• The public health aspects of the service are regulated under the Health Act 1911.
